Simply combine all of the ingredients in a bowl. Set aside.
for the chicken:
Preheat your oven to 400 degrees, and spray a 9x13 baking dish with oil or cooking spray.
Whisk together the flour, milk & garlic in a medium, deep bowl. Place one chicken breast at a time in the bowl & flip to thoroughly coat in the batter. Move the chicken to the baking dish. Repeat wiht each breast.
Bake for 20 minutes, then remove from the oven and spoon about a 1/4 of the sauce over the chicken. Return to oven for another 10 minutes. Remove from the oven and spoon about another 1/4 of the sauce over the chicken. Return to the oven for another 10 minutes or until the chicken is done & no longer pink inside..
Place the chicken on a serving plate, and if desired, sprinkle with some additional scallion and/or sesame seeds. Serve the chicken with the remaining sauce for dipping*.

*I also used some of the remaining sauce to coat roasted broccoli & cauliflower that I served on the side with the chicken.
