Cook the penne pasta according to the package directions, al dente.
In a large skillet, brown the ground beef, onion and garlic together.
Stir in remaining ingredients, except the cheese. Heat sauce over medium heat until pasta is done.
Stir sauce into cooked and drained pasta.
Pour into 9x13 casserole dish.
Top with cheese.
Bake covered at 350 for 20-30 minutes.
